Appointing Third Parties for the Granting of Loans

  1. With effect from 1 December 2016, a licensed money lender should not grant a loan to an intending borrower if the loan involves an appointed third party whose particulars have not yet appeared on the Register kept by the Registrar of Money Lenders.

    You may use the following forms for reporting information of appointed third parties.

    (1) Notice of Particulars of Third Party Appointed by Licensed Money Lenders in relation to Granting of Loans
    (2) Notice of Changes in Particulars of Appointed Third Party of Licensed Money Lenders
    (3) Notice of Termination of Appointment of Appointed Third Party of Licensed Money Lenders 
The e-Filing Services under the new e-Services Portal of the Registry launched on 27 December 2023 have been extended to cover delivery of the above forms by licensed money lenders to the Registrar of Money Lenders. Licensed money lenders who are individuals and intend to deliver the above forms online to the Registry are required to register a user account with the Registry and subscribe to the e-Filing Services under the user account before using the e-Filing Services to deliver forms electronically. As only individual account users are allowed to sign and submit documents electronically, non-individual money lenders which intend to deliver the above forms online should assign an individual director or authorised person (with signing capacity) who has already registered a user account and subscribed to the e-Filing Services to deliver the forms on behalf of the non-individual money lenders.
